La Eficiencia En La Asignaci�N Del Gasto P�Blico Local:Servicios P�Blicos En Manizales Y Caldas

Abstract

Este estudio de caso para Manizales y Pereira en los 90�s se aproxima a las condiciones socioecon�micas de la poblaci�n, coberturas y subsidios de los servicios p�blicos domiciliarios, analizando su incidencia distributiva, estructura de costos y tarifas. Las conclusiones muestran diferencias significativas en la asignaci�n de subsidios entre dos ciudades tan cercanas, junto con un empeoramiento en la distribuci�n del ingreso en Pereira. Los cambios en las tarifas de los servicios p�blicos domiciliairios sobresalen como medio eficaz para focalizar los subsidios a los hogares con menores costos que los necesarios para una reestratificaci�n de la poblaci�n. La eficiencia de los acueductos ha desmejorado notablemente, lo que podr�a convertirse en un serio problema en el futuro pr�ximo.
