Las trampas de pobreza en Colombia; ¿qué hacer? diseno de un programa contra la extrema pobreza

Abstract

La experiencia de anos y recursos dedicados a la lucha contra la pobreza indica que los pobres extremos no pueden superar su condición de indigencia sin el apoyo del Estado. La existencia de trampas de pobreza hace que los esfuerzos propios por salir de la pobreza se contrarresten y, generación tras generación, las familias victimas de este fenómeno permanezcan en la indigencia. ¿Qué hacer para combatir estas trampas y reducir la extrema pobreza en Colombia? Este documento presenta el diseno de un programa que sugiere intervenir a las familias más pobres utilizando toda la batería de políticas sociales e instrumentos de lucha contra la pobreza que tiene el Estado. Con un esfuerzo de coordinación institucional importante y la mejor focalización de los recursos del gasto social, este Programa podría sacar de la indigencia a 1.7 millones de familias, en un horizonte de aproximadamente 6 anos.
