El Acertijo De La Reforma Política En Colombia

Abstract

En este trabajo se estudian algunas alternativas de reforma a la composición y elección del Congreso colombiano. La aproximación se lleva a cabo comparando los resultados del sistema actual para la elección de congresistas, con los resultados que podrían arrojar otros sistemas de elección. Además de dicho esfuerzo se analizan las consecuencias que tiene usar el censo vigente para la asignación de escanos por departamento en la Cámara de Representantes. Finalmente se presentan las consecuencias de las posibles reformas al Congreso y se concluye con algunas propuestas para reformar el ente legislativo colombiano. Como principal resultado del estudio se establece que la única reforma con notables efectos sobre la asignación de escanos en Colombia es la implementación del umbral
