Abstract

(English) This paper examines the issue of citizen participation, one of the most important pieces of the debate on democracy. This article compares two different experiences of participation: participation in support of an election campaign and participation in an experience of participatory budgeting. In both cases, old tools and new technologies can support and integrate the different approaches to participation: challenges of the origin of the initiative, inclusiveness and the relationship between direct and representative democracy. (Italiano) Il presente contributo approfondisce il tema della partecipazione dei cittadini, che costituisce uno dei tasselli più importanti della riflessione sulla democrazia. Il discorso si focalizza sulla pluralità di modelli di partecipazione, ponendo a confronto due esperienze di partecipazione opposte: il coinvolgimento a sostegno di una campagna elettorale e quello finalizzato alla partecipazione ad una esperienza di bilancio partecipato. In entrambi i casi, vecchi e nuovi strumenti e tecnologie possono supportare approcci alla partecipazione diversi e integrabili: si pongono le questioni dell'origine dell'iniziativa, dell'inclusività e della relazione tra democrazia diretta e rappresentativa.
