Répercussions socio-démographiques et retombées fiscales de la réhabilitation et de la mise en valeur du lieu historique national du Canal-de-Lachine

Abstract

This case study assesses the impact of the rehabilitation of the Lachine Canal National Historic Site on socio-demographic changes in the surrounding neighborhoods. Using propensity score matching methods, the analysis reveals that the rehabilitation of the Lachine Canal caused gentrification in the surrounding neighborhoods, but only in the eastern portion of the Lachine Canal (close to downtown, between the Turcot interchange and the Peel Basin). It also contributed to the rise of property values in this area, mainly due to the increase in the number of properties. These results withstand numerous robustness tests. Estimates indicate that the property development associated with the rehabilitation of the Lachine Canal has generated additional tax resources for the City of Montreal significantly in excess of the investment made by Parks Canada for the renovation work. Cette étude évalue l’impact de la réhabilitation du lieu historique national du Canal-de- Lachine sur les changements socio-démographiques dans les quartiers environnants. Grâce à des méthodes d’appariement par score de propension, l’analyse démontre que la réhabilitation du Canal-de-Lachine a causé des phénomènes de gentrification dans les quartiers environnants, mais uniquement sur la portion est du Canal-de-Lachine (proche du centre-ville, entre l’échangeur Turcot et le Bassin Peel). Elle a également contribué à l’augmentation des valeurs foncières dans cette zone, en raison principalement de l’accroissement du nombre de propriétés. Ces résultats résistent à de nombreux tests de robustesse. Les estimations montrent que le développement foncier associé à la réhabilitation du Canal-de-Lachine a engendré des ressources fiscales additionnelles pour la Ville de Montréal largement supérieures à l’investissement consenti par Parcs Canada pour les travaux de rénovation.
