Abstract

Attracting and retaining information technology (IT) staff is a key issue in the public sector's digital transformation. Like all public organizations, those in the health and social services sector are facing this challenge at a time when many large-scale technological projects are being implemented. This report examines the factors involved in attracting and retaining IT staff. It presents a literature review that identifies these factors and groups them into three dimensions according to whether they are individual, organizational or collective. Based on the results of a literature review, this report proposes a tool for measuring the importance attached to these factors by IT professionals. This tool will be useful for organizations wishing to develop workforce attraction and retention strategies in line with the attitudes, beliefs and aspirations of IT professionals. L’attraction et la rétention du personnel en technologies de l’information (TI) est un enjeu de taille dans la transformation vers le numérique du secteur public. Comme toutes les organisations publiques, celles du réseau de la santé et des services sociaux y font face, à l’heure où de nombreux projets technologiques de grande envergure sont mis en œuvre. Ce rapport examine les facteurs d’attraction et de rétention du personnel en technologies de l’information. Il présente une revue de la littérature qui identifie ces facteurs et les regroupe en trois dimensions selon qu’ils sont individuels, organisationnels ou collectifs. À partir des résultats d'une revue de la littérature, ce rapport propose un outil pour mesurer l’importance accordée à ces facteurs par les professionnels des TI. Cet outil servira aux organisations qui souhaitent élaborer des stratégies d’attraction et de rétention de la main d’œuvre conformes aux attitudes, aux convictions et aux aspirations des professionnels des TI.
