Abstract
The Canadian Institute for Health Information (CIHI) is responsible for compiling public and private spending in various sectors of the healthcare system in the different provinces. CIHI's analyses suggest that Quebec spends the least on public health. Is it possible that this finding is biased? In this report, the authors show that CIHI tends to overestimate public health spending in all provinces except Quebec. Public health refers to efforts to maintain the health of populations and prevent injury, illness and premature death. However, public health is defined in different ways by different public and government entities. Differences in the classification of public health spending from one province to the next complicate inter-provincial comparisons, and can affect the perception of provincial financial efforts in public health. By aligning provincial public spending levels, this study offers a renewed perspective on Quebec's public health efforts. L’Institut canadien d’information sur la santé (ICIS) est chargé de compiler les dépenses publiques et privées dans différents secteurs du système de santé des différentes provinces. Les analyses de l’ICIS suggèrent que le Québec serait la province qui dépense le moins en santé publique. Est-ce possible que ce constat soit biaisé ? Dans ce rapport, les auteurs montrent que l’ICIS tend à surestimer la dépense de santé publique dans toutes les provinces sauf au Québec. La santé publique désigne les efforts visant à maintenir la santé des populations et à éviter les blessures, les maladies et les décès prématurés. Or, la santé publique est définie de différentes façons par diverses entités publiques et gouvernementales. Les différences de classification des dépenses de santé publique d’une province à l’autre compliquent les comparaisons interprovinciales et peuvent affecter la perception des efforts financiers des provinces en matière de santé publique. En alignant les niveaux de dépenses publiques des provinces, cette étude offre une perspective renouvelée sur les efforts du Québec en matière de santé publique.
