Autonomie alimentaire - Définitions et concepts

Abstract

La première partie de ce document présente les différentes notions d’autonomie alimentaire. On y définit l’autarcie, la sécurité alimentaire, la souveraineté alimentaire, l’autosuffisance et l’auto-approvisionnement alimentaire. Toutes ces notions ont un point commun, à savoir la recherche d’une certaine autonomie soit de décision, soit de résultat, pour les entités (pays, régions, exploitation agricoles…) concernées. Ces concepts diffèrent essentiellement, les uns des autres en fonction du « degré d’acceptation du rôle des marchés et de la théorie des avantages comparatifs, du commerce international et des systèmes de production ». Dans la seconde partie, nous dressons un bref portrait de la situation de l’autonomie alimentaire au Québec. Une dernière partie présente des éléments d’analyse pour amorcer une réflexion en profondeur des enjeux de l’autonomie alimentaire pour le Québec.
