Abstract
Critical Synthesis of the 42nd Jean-Yves Rivard Colloquium 2025 The 42nd edition of the Jean-Yves Rivard Colloquium, held on May 1, 2025, had the theme “Between Public and Private: Québec’s Health System at a Crossroads.” This day of reflection brought together researchers and professionals for keynote presentations, panel discussions and roundtables focused on dental care, psychological services, and health system financing. The discussions shed light on the growing tensions between public and private approaches, particularly due to chronic underfunding in certain sectors and the expansion of private healthcare markets. Analysis of public opinion reveals a population deeply committed to universality yet increasingly concerned about access issues. Panelists called for stronger alignment between public initiatives and private practices, as well as increased investment in prevention, territorial planning, and equitable access to care. This report offers a critical and interdisciplinary overview of ongoing reforms and possible avenues for transforming Québec’s health system. Synthèse critique du 42e Colloque Jean-Yves Rivard 2025 Le 42e Colloque Jean-Yves Rivard, tenu le 1er mai 2025, avait pour thème « Entre public et privé : le système de santé du Québec à la croisée des chemins ». Cette journée de réflexion a réuni chercheurs et professionnels autour de conférences et tables rondes portant sur les soins dentaires, les soins psychologiques et le financement du système de santé. Les discussions ont mis en lumière les tensions croissantes entre logiques publiques et privées, notamment en raison du sous-financement chronique de certains secteurs et de l’essor du marché privé des soins. L’analyse de l’opinion publique révèle une population attachée à la valeur de l’universalité, mais sensible aux enjeux d’accès. Les panélistes ont plaidé pour un meilleur arrimage entre initiatives publiques et pratiques privées, ainsi qu’un investissement accru dans la prévention, la planification territoriale et l’équité d’accès aux soins. Ce rapport brosse un portrait critique et interdisciplinaire des réformes en cours et des pistes de transformation du système québécois.
