Abstract

Despite vast progress in school enrolment over the past few decades, Quebec continues to fare poorly when it comes to dropping out of school, particularly among boys. In 2021, 234,000 men didn't have a high school diploma. Among 25- to 34-year-olds, 12% had no diploma or qualifications, the worst performance of any Canadian province. This under-education of boys represents a substantial loss of potential productivity. A CIRANO study (Connolly and Lange, 2025) shows that if the problem were tackled and boys were able to achieve the same drop-out rate as girls, there would be significant gains for them and for society as a whole. Over the next 20, 30 or 40 years, the number of men on the job market without a diploma could be reduced by half.
