Dans « l’AVEC COVID-19 », mieux vaux investir que soutenir (Partie 1/2)

Abstract

Des mesures radicales en santé publique ont été imposées pour maîtriser la pandémie de la COVID-19 et empêcher l’éclatement du système de santé, en même temps que des programmes extraordinaires de soutien du revenu pour les particuliers et les entreprises sont devenus indispensables afin d’éviter que la récession ne se transforme en dépression. En ce début de déconfinement, peut-on envisager la fin de ces programmes d’aide au cours des prochains mois ? Quelles sont les conditions pour « débrancher » l’économie canadienne de ce respirateur artificiel ? Quel sera l’impact sur l’économie si certains programmes sont éliminés, ou réduits ou modifiés? La difficulté de répondre à ces questions tient à leur complexité, complexité qui découle des effets de la superposition de quatre chocs que vient de subir le Canada, à l’instar d’autres pays victimes de la pandémie.
