Notes on the Development of the v0 National Expanded Use Statistics (NEXUS) Survey Frame

Abstract

This CES technical note provides an overview of the creation of the pilot (v0) NEXUS frame, which places all housing units in the U.S. into income, age, race, and Hispanic origin strata for use in survey sampling operations. We use Title 26 data indirectly to sort occupied housing units into income strata. First, we use tax and other individual (PIK) and housing unit (MAFID) level data to model incomes reported by American Community Survey (ACS) respondents. Models generally perform well, accurately sorting the vast majority of those with and without linkable tax data into frame income strata. Then, we use model coefficients to predict the incomes of individuals found on the 2023 Demographic Frame Extract, a list of all PIK-MAFID pairs found in a broad array of administrative records covering the January 1, 2021 to December 31, 2023 period. Finally, we aggregate these predicted individual incomes to the MAFID level and place each MAFID into income and other required strata. Summary statistics for the final frame are presented and opportunities for improvements in future iterations of the NEXUS frame are discussed.
