Job-to-Job Flows (J2J) National Impute Documentation

Abstract

We detail the creation of national level statistics for the Longitudinal Employer Household Dynamics (LEHD) Job-to-Job Flows (J2J) data product. Job-level data are available for all 50 states and the District of Columbia from 2010Q2 to 2016Q1 but are missing for several states in other quarters for several reasons: some states had shorter periods of historical data available when they joined the LEHD federal-state partnership while others have expired data-sharing agreements with the U.S. Census Bureau. In order to create a consistent national timeseries, data from missing states are imputed by Bayesian multiple imputation methods for incomplete data periods. There are two major challenges facing the production of such national statistics. First, missing states introduce a bias in the job flow measures of existing states. Second, all measures for missing states must be imputed, integrated into the existing timeseries, and disaggregated. This document describes the input data and impute sequence used to estimate national counts and then compares results before and after the imputation procedure.
