Un atraso cambiario crónico es incompatible con el cambio liberal

Abstract

En la acción del gobierno en 2024, coexisten dos Milei. El Milei que habla defendiendo el libre comercio, la reforma laboral y el achicamiento del Estado y adopta una política fiscal sin déficit y un programa desregulatorio microeconómico. El otro Milei repite el camino fallido de experiencias neoliberales anteriores, manteniendo el cepo y los tipos de cambio múltiples, preservando el peso del estado asistencialista creado por el kirchnerismo, recaudando impuestos distorsivos, mientras adelanta el cobro de impuestos sobre Bienes Personales de los próximos 5 años, paraliza la obra pública, y posterga políticas estructurales esenciales (apertura económica, reforma laboral, reforma jubilatoria, reforma educacional, entre otras). Para que esta vez sea diferente, Milei debe reconocer la contradicción entre el atraso cambiario y la implementación de las reformas liberales que prometió. Debe iniciar lo antes posible una nueva etapa, con una agenda clara enfocada en implementar las reformas estructurales decisivas, adecuando tanto su discurso como la política macroeconómica para que estas reformas sean viables.
