Empresa pública, privatización, regulación y competencia: su papel en la provisión de servicios de infraestructura

Abstract

El objetivo de este trabajo es reseñar las teorías económicas que sirven de sustento a las recomendaciones de política respecto de la propiedad y la regulación de los servicios de infraestructura, y tratar de combinarlas a fin de poder evaluar las ventajas y desventajas de los distintos esquemas alternativos de organización de dichos servicios (empresa pública, empresa privada con regulación por costos, regulación por incentivos, desregulación). Usando como criterios de evaluación los conceptos de eficiencia, equidad y compatibilidad de incentivos, se llega a la conclusión esperable de que ningún esquema es óptimo en todas las dimensiones, pero también surgen ciertas advertencias y recomendaciones para la adopción de esquemas de organización mixtos.
