A inserção internacional do sistema agroalimentar do Mercosul: desafios e oportunidades

Abstract

O presente trabalho objetiva analisar a inserção internacional do Sistema Agroalimentar - SAA do Mercosul, o qual vai se constituir na unidade de análise deste estudo. A hipótese central a ser desenvolvida é que a integração regional sofre de um problema estrutural em sua inserção econômica internacional, o que traz algumas fragilidades estruturais ao processo regional de unificação dos mercados nacionais da sub-região. O SAA constitui-se em uma das principais bases produtivas com vantagens comparativas do mercado comum em formação. Mesmo assim, é afetado pelas fragilidades do bloco em construir uma integração econômica fundada numa divisão regional do trabalho que propicie economias de escala e de especialização, bases para o desenvolvimento regional de vantagens comparativas dinâmicas. A exploração destas vantagens depende da construção de um sistema supra-nacional de inovações no SAA do Cone Sul.
