Tobacco Control Legislation: An Introductory Guide

Abstract

WHO is disseminating this guide as a necessary tool for those working in tobacco control or in health promotion. These actors include governmental agencies, public health practitioners, lawyers, nongovernmental organizations and academia. It is hoped that the guide will add value to existing reference materials for tobacco control. Nothing in this guide should be construed to represent the official views of the WHO Secretariat on the interpretation and application of the WHO FCTC, or to influence or prejudice interpretation of the Convention by the parties. This applies in paticular to references made to specific provisions of the Convention.
