Les services publics africains à l'heure du désengagement de l'état. Changement conservateur ou progressiste ?

Abstract

Dans tous les pays où l'Etat, affaibli, est incapable de résister au libéralisme des grands organismes financiers internationaux, la privatisation des infrastructures est souvent subie comme une braderie intolérable des intérêts nationaux. Face à l'hostilité que soulèvent ces processus et au risque, toujours possible, d'une expropriation "prématurée" d'investissement à rentabilité lointaine, le secteur privé rechigne, de son côté, à y investir. Pour être comprise et efficace, la privatisation doit alors être sous-tendue par une large concertation entre les repreneurs privés de l'activité publique, l'Etat et les salariés. Dans ce cadre, les contrats de concession -dont la France a fait, de longue date, un des vecteurs de son développement- ont l'avantage de préserver les intérêts légitimes des Etats tout en favorisant l'efficacité économique.
