Universidades y Cooperación al Desarrollo: reflexiones de urgencia en perspectiva

Abstract

Ahora que, por fin, tras dos intentos frustrados, se va a lanzar en España la red de centros de investigación en Estudios sobre Desarrollo, resulta urgente una breve reflexión sobre el papel de las Universidades en la política pública de Cooperación Internacional para el Desarrollo (CID). Y hacerlo más allá de las generalizaciones contenidas en el Código de Conducta de las Universidades en materia de Cooperación al Desarrollo, aprobado por la CRUE en 2006, o la literalidad del III Plan Director de la Cooperación Española 2009-12. Dada la recurrencia de los problemas del sistema de ayuda al desarrollo en tanto que política pública concertada, la participación de las Universidades en la CID no escapa de la sensación de dèjá-vu que afecta a dicha política. En ese sentido, y al igual que respecto a los debates sobre las motivaciones, objetivos, modalidades, instrumentos y actores de la CID, una mirada al pasado permite sacar algunas lecciones relevantes para el presente y el inmediato futuro.
