Abstract

Disclaimer - This is a Chinese translation produced by the Shanghai Academy of Social Sciences based on the paper "The twenty-first century needs a better G20 and a new G7+". 摘要 2008年金融危机期间,G20集团匆匆升格为“全球经济指导委员会”。 在危机的初期,G20集团是个有效遏制危机的组织。 随着危机的减缓,G20集团方向既迷,动力亦失。各国政要认为不必再全力一致行动,转而关注各自的国内要务,他们认为,这才他们的职责所在。 其实,有效的全球管理是长期的需要,并不仅限于危机期间。 我们需要的是一种更具代表性更有效的全球管理机制,来预防危机而不仅仅是对危机作出反应。 在一个全球贸易和财富创造模式快速变化的环境下,在G20集团框架内应设立一个具有高度代表性、以指导经济政策关键事务为己任的新组织。 欧元区各成员国应该放弃他们在G7+集团内的国别席位,让位给中国和其他大型新兴经济体。 若欧元区国家不能采取这一步骤,那么新的G7+集团中也无法协调有效性和代表性之间的关系。 而正是新的G7+集团将负责对全球经济失衡、金融和货币等议题进行决策。 所有现任G20集团国家(包括欧元区各国)仍将留在G20集团内,它甚至还可扩大,但仍将是一个讨论所有其他全球事务的主要论坛。
