Capitali, tempo, procedure e infrastrutture: alcune considerazioni per una politica infrastrutturale in Italia

Abstract

Partendo da una rassegna della vostra letteratura sull'economia e la politica delle infrastrutture, che si innesta sul pi noto corpo teorico delle scelte pubbliche, vengono esaminate le azioni da intraprendere per aumentare l'efficienza e l'efficacia della produzione del settore. In particolare viene posta una speciale enfasi sul problema della lunghezza dei tempi intercorrenti fra il momento della nascita e quello della percezione di un bisogno infrastrutturale ed il suo effettivo e completo soddisfacimento. Una parte rilevante di tale intervallo imputabile alle procedure che governano il sistema di affidamento dei lavori. E' su questi specifici aspetti che si incentrano le conclusioni di politica industriale che possono essere riassunte nell'adozione di meccanismi automatici e trasparenti di appalto e di una serie di iniziative di corollario atte a ridurre i tempi di esecuzione degli interventi.
