Impact and implementation challenges of the Basel framework for emerging market, developing and small economies

Abstract

This Working Paper assesses the potential impact and implementation challenges of specific standards issued by the Basel Committee in the context of emerging market, developing and small economies. Additionally, it outlines practical steps that can be taken by authorities in these jurisdictions to implement global standards and enhance their supervisory approaches. The report captures the main findings and recommendations by the Basel Consultative Group (BCG), the main outreach group established by the Basel Committee to enhance the understanding of key supervisory and regulatory issues worldwide. It responds to a request from the G20 and the Financial Stability Board (FSB) for the Committee to monitor and report on such issues, without prejudice to the G20 commitment for globally-agreed regulatory reforms to be implemented.
