Abstract

Financial cycles can be broken down into four phases in which the intensity of financial risks changes. The crisis that follows the downturn is all the more pronounced as risks have accumulated during the upturn. Macroprudential policy aims to limit the impact of financial crises on the real economy: the decision to activate the countercyclical capital buffer in France meets this imperative. Les cycles financiers se décomposent en quatre phases au cours desquelles l’intensité des risques financiers évolue. La crise qui suit le retournement de cycle financier est d’autant plus prononcée que les risques se sont accumulés en phase haussière. La politique macroprudentielle vise à limiter l’impact des crises financières sur l’économie réelle : la décision d’activation du coussin contra-cyclique en France répond à cet impératif.
