Better Land-Use and Insurance to Mitigate Natural Disasters

Abstract

The rising costs of natural disasters over the last decades are largely explained by urbanisation in exposed areas. Land-use and insurance policies can limit this urbanisation. Simple frequently-observed policies, with prohibited red zones and zones without insurance tariff differentiation, are relatively efficient. It is critical that red zones be redefined to reflect changes in climate risks or population developments. Au cours des dernières décennies, l’augmentation des coûts liés aux catastrophes naturelles a été largement imputable à l’urbanisation dans les zones exposées, phénomène que des restrictions d’usage des sols et les polices d’assurance peuvent limiter. Des politiques simples et fréquemment observées, basées sur la délimitation d’une zone rouge interdisant toute construction et d’une zone sans différenciation tarifaire de l’assurance, s’avèrent relativement efficaces. La redéfinition des zones rouges pour refléter le changement climatique ou la pression démographique est un enjeu majeur.
