Economic crises and the lender of last resort

Abstract

Economic history and wine may contribute to understanding contemporaneous economic issues. The wine crisis caused by phylloxera in the late 19th century helps identify the causal impact of refinancing operations of central banks (CBs) on firms’ defaults. The geographical distribution of the branches of the French CB meant that varying ease of access to discounting bills of exchanges varied when the crisis struck. Regions that benefitted from easier access to central bank refinancing exhibited a lower increase in default rates during the crisis. L'histoire économique et le vin peuvent contribuer à la compréhension de problèmes économiques actuels. Pour en témoigner, ce billet explique comment la crise du vin causée par le phylloxera à la fin du XIXe siècle permet d’identifier l'impact des opérations de prêt en dernier ressort des banques centrales sur le défaut des entreprises pendant une crise. La répartition des succursales de la Banque de France sur le territoire a engendré un accès plus ou moins difficile à la fenêtre d’escompte. Les départements ayant bénéficié d'un accès plus aisé au refinancement ont fait face à une augmentation plus contenue des taux de défaut quand la crise du phylloxera a frappé.
