State aid and Covid-19: a European dilemma

Abstract

In response to the economic impact of the Covid-19 crisis, the European Commission has authorised a temporary easing of the framework governing the use of State aid. While this measure was necessary in an emergency situation, it is likely to distort competition in the internal market if it is used on a wide, prolonged and heterogeneous basis. Face à l’impact économique de la crise de la Covid-19, la Commission européenne a autorisé un assouplissement temporaire du cadre régissant le recours aux aides d’État. Si cette mesure s’est avérée nécessaire dans l’urgence, son utilisation large, prolongée et hétérogène risquerait de favoriser des distorsions de concurrence sur le marché intérieur.
