La Eficiencia en la Asignación del Gasto Público Local: Servicios Públicos en Manizales y Pereira

Abstract

El presente artículo es una síntesis del trabajo desarrollado en el primer semestre de 1998 en el área de servicios públicos domiciliarios, como parte del estudio "La eficiencia en la asignación del gasto público en el ámbito local" realizado por el Crece (Centro Regional de Estudios Cafeteros y Empresariales) de Manizales y el Banco de la República. El estudio abarca los sectores de educación, salud, servicios públicos domiciliarios, finanzas múnicipales y departamentales, el ICV (Indice de Condiciones de Vida) y en este informe nos concentraremos en el área de servicios públicos domiciliarios. Las ciudades estudiadas son Manizales y Pereira. Con la primera se realiza un análisis de estática comparativa entre 1992 y 1996 en torno a niveles de coberturas, subsidios y asignación de subsidios, y con ambas se estudian a nivel de quintiles y estratos tanto al interior de cada ciudad(Manizales 1992 y 1996 y Pereira 1996) como entre ellas en 1996 los mismos aspectos del análisis de estática comparativa mencionados.
