L Espagne, ni miracle ni mirage

Abstract

Pres de 20 ans se sont ecoules depuis l entree de l Espagne dans la Communaute Economique Europeenne (CEE). L economie espagnole a enregistre un dynamisme superieur a l ensemble de la zone euro qui lui a permis de faire progresser son niveau relatif de revenu. La croissance de l activite, de 2,8% par an entre 1986 et 2003, s est traduite par un progres notoire dans le processus de convergence reelle de l Espagne avec l Europe. En effet, le pays est passe d un revenu par habitant qui representait 73% de la moyenne de la CEE a 84% de la moyenne de l Union Europeenne (UE). Pendant cette meme periode, le taux de chomage a recule presque de moitie, passant de 21% a 11,3%, mais il reste malgre tout le chiffre le plus eleve des pays de l Union Europeenne. Ce comportement particulierement positif de l economie espagnole s est maintenu et s est meme accentue recemment. Entre 2001 et 2003, l Espagne a esquive la phase recessive globale en enregistrant une croissance differentielle positive de 1 Ã 1,5 points par rapport a l ensemble de l UE, puisqu elle a cree 80% des emplois de la zone euro. Ce bilan exceptionnel en termes de convergence reelle de l economie espagnole avec les pays les plus riches de l UE a conduit a qualifier l experience recente de miracle economique.
