El tunel del Cadi: una analisi cost-benefici

Abstract

The study of the effects that different types of infrastructre have supposed in the regional growth is a topic that has been widely analysed from final eighties. One of the methodologies used for it is the Cost-Benefit analysis which permits an individual study of each project to advise politicians when planning. In this paper we apply a Cost-Benefit Analysis to the construction of Tunnel of Cadi, which began to work on 1984 and is situated in the road network of Catalonia. The investment for this infrastructure has got a clear and social justification since it provides better accesibility to several little regions in the Pyrenees that were historically bad comunicated, being as well part of the road network of interest for the EU (Maragda Network), that will connect Barcelona and Paris. Nevertheless, the construction of the tunnel has implied the use of great financial resources so that it is necessary to carry on an economic and social evaluation of the project. In this sense and fistly, the most relevant cost and benefits are valued in monetary terms. Afterwards and through the use of different decission criterions, such as the internal rate of return and the net present value, the rendibility of the project is determined. Finally, a sensibility analysis of the results is done.
