Quel usage pour les revenus carbone ?

Abstract

Parmi l’ensemble des revenus carbone générés en 2017-2018, 42 % ont été affectés à des projets environnementaux, 38 % au budget général des États, 11 % à des projets de développement, 6 % à des réductions d’autres impôts et 3 % à des transferts directs aux ménages et aux entreprises.Les pays qui ont réussi à mettre en place une tarification carbone sont parvenus à aligner l’usage des revenus carbone sur les priorités nationales, en accompagnant la réforme d’un discours en phase avec le projet de développement du pays.Quel que soit l’objectif recherché, les enjeux de gouvernance sont cruciaux : de la transparence de l’usage des revenus, à la clarté des transferts et compensations, en passant par la légitimité du processus de réforme.
