«Reforma de la hacienda pública y de la seguridad social en México. Evolución reciente y factibilidad financiera»

Abstract

En El México del 2012 (Chávez Presa, Hernández Trillo y López Calva, 2012) se señaló que la hacienda pública mexicana no había podido consolidarse y perfilarse como un instrumento para el crecimiento económico y el empleo. En cambio, sí había sido muy efectiva para procurar la estabilidad macroeconómica, ajustando el gasto público a la disponibilidad de ingresos. Hoy, después de seis años, conviene revisar y actualizar aquel documento para determinar los avances e identificar los retos que aún pudieran persistir. Así, en el presente documento se revisa la evolución de las finanzas públicas y los avances en materia de seguridad social que se tuvo durante la presente administración del presidente Peña Nieto. Asimismo, se analiza la viabilidad de un sistema de seguridad social universal financiado con un impuesto indirecto, el impuesto al valor agregado (IVA).
