速報性と正確性が両立する県内gdp早期推計の開発

Abstract

地域経済の規模や構造の変化が把握できる県内GDPの確報値は、公表に一年半から二年ぐらいの遅れがともなってる。この状況を受けて、いくつかの県では未公表時期の県内GDPについて早期推計を行っている。しかし、早期推計値と確報値の間には大きなずれが生じやすいため、早期推計は多くの都道府県に普及していない。 このように速報性と正確性の両立が課題となっている県内GDPの早期推計について、本稿ではそれを改善する手法を提示した。提示する手法のベースは、ペンシルバニア大学のクライン名誉教授が1980年代末に考えだし、1990年代初頭に実践された主成分分析モデルである。これは、景気をよく反映しながら速報性にも優れている一次統計を選定した上で、主成分分析を通じて景気の成分を抽出し、それらの成分とGDPの関係を直接推計したものを用いてGDPの直近時期の早期推計および将来の短期予測を行う方法である。しかし、国単位のGDPへの応用と比べて統計的制約が強い、地域単位のGDPへの応用はまだみられない。 本稿では、この主成分分析モデルを県内GDPの早期推計に応用する手法を提示した。また、具体的には大阪府内GDPの早期推計を例にした。まず、推計モデルの当てはまりのよさを検証するために、1996年度から2009年度までの確報値と推計値の絶対誤差の平均値を算出した結果、0.35%となった。また、推計モデルの予測力を検証するために、2009年度の確報値について1996年度から2008年度までのデータで推計したモデルで事後的に推計した結果、絶対誤差率が0.5%未満になった。このように、本稿が提示する手法を用いた大阪府内GDPの早期推計では、良好なパフォーマンスが得られることが分かった。 注)再現性を高めるためにディスカッションペーパーの付表1、2を差換えました。(2014年3月31日)
