Tax elasticity in Costa Rica

Abstract

Planning, designing, approving and implementing fiscal policy requires coordination between different people and institutions. Their collective action is complex but they should have a common ground as starting point: to have the best possible information and robust estimations from proven methodologies. Therefore, the aim of this technical note is to contribute on answering how do tax income changes when there is a change in economic activity by estimating the magnitude and direction of its elasticity. We follow the methology of Blanchard and Perotti (2002) and use data for Costa Rica from 1991 until 2018. Results are differentiated by tax and by the effect on the short and long run. ***Resumen: Para la formulación de la política fiscal un grupo de personas e instituciones de Gobierno se ven involucradas en el planteamiento, análisis, debate, aprobación e implementación. La organización entre estos grupos es un reto en si mismo, pero como norma, debería partir de un punto en común: la mejor información disponible y estimaciones de robustez técnica y metodología comprobada. Sobre esa línea, esta nota técnica pretende dar respuesta a cómo cambian los ingresos tributarios en Costa Rica cuando hay cambios en la actividad económica al estimar la magnitud y dirección de su elasticidad. Esto se hace con base en la metodología propuesta por Blanchard y Perotti (2002) y con datos desde el año 1991 hasta el 2018. Los resultados se diferencian por tipo de impuesto y entre el corto y largo plazo.
