Une alternative à la pension à points : le compte individuel pension en euros

Abstract

La pension à points, telle que proposée dans le rapport de la commission de réforme des pensions 2020-2040, constitue un projet cohérent permettant d’améliorer la soutenabilité financière, l’équité, la flexibilité et la transparence des régimes belges de pension légale. Néanmoins, Le concept de point n’a pas convaincu et a suscité de nombreuses craintes. L’objectif de ce papier est de proposer une alternative à la pension à points, visant à rencontrer les grands objectifs de cette réforme mais tout en évitant le recours à la notion même de points. Dans ce système alternatif, un compte individuel pension en euros est ouvert pour chaque affilié ; ce compte est chaque année d’une part revalorisé, d’autre part majoré de droits de pension de l’année exprimés en euros . Nous montrons que cette technique alternative a les mêmes vertus que la pension à points mais évite les difficultés liées au concept de point. Abstract The points system, as proposed in the 2020-2040 Pension Reform Commission report, is a coherent project in order to improve financial sustainability, equity, flexibility and transparency of the Belgian public pension schemes. However, the point concept did not convince and aroused many fears. The purpose of this paper is to propose an alternative to the points pension, aimed at satisfying the main objectives of this reform but avoiding the use of the notion of points.
