IFAD Impact Assessment - Djibouti Programme to Reduce Vulnerability in Coastal Fishing Areas (PRAREV)

Abstract

Commercial fishing supports millions of livelihoods in developing countries, but small-scale fishers face rising challenges from climate change, resource depletion, limited financing and restricted market access. In Djibouti, the IFAD-funded PRAREV programme (2014–2020) aimed to strengthen coastal fishing communities through investments in boats, fishing gear, cold-storage facilities, landing infrastructure and training, with particular attention to poor fishers and women. An impact assessment using household survey data found that PRAREV significantly improved productive capacity, market access, incomes and food security. Participants were more likely to own larger boats, possess better fishing equipment and achieve higher fishing revenues. Fish commercialization rates increased, severe food insecurity declined, and women gained greater involvement in fisheries-related decision-making and control over fish-sale earnings.
