IFAD Impact Assessment - Argentina Inclusive Rural Development Programme (PRODERI)

Abstract

Argentina’s Inclusive Rural Development Programme (PRODERI), implemented from 2012 to 2020 by the Ministry of Agriculture with international support, sought to reduce rural poverty and improve livelihoods in 17 provinces. The programme financed productive projects proposed by producer organizations and Indigenous communities, including water infrastructure, machinery, agricultural inputs, training, and technical assistance. An impact assessment found that participants significantly increased agricultural production and household income, mainly due to investments in infrastructure and equipment. However, improvements in market access were limited because of remoteness, poor connectivity, inadequate roads, and distance from buyers and services. The programme did not significantly affect food security, asset ownership or women’s household decision-making, although it increased women’s participation in organizational leadership roles.
