Abstract

Excerpts from the report Preface: A number of policy and program issues will confront the Department and the Assistant Secretary for Agricultural Economics during the course of 1977. Issues likely to immediately confront the Administration are treated in the accompanying briefing paper, "Perspectives on Key Issues in Agriculture and Food." The central purpose of this more comprehensive report is to supplement the material in the briefing paper and to provide relevant background information on longer-term issues. This report should also serve as a directory of additional economic studies and the associated persons who might be drawn upon for in-depth analyses in the specific areas. Issues treated in this report are organized around four major areas: consumer, farm, international, and resource and development. Some issues are immediate, such as expiration of existing major commodity legislation while others are of a longer run nature affecting producers, consumers, and the future course of the food and agricultural sector, both nationally and internationally. The report was prepared by economists in the Economic Research Service under the direction of a steering committee composed of members from each of its Divisions.
