Fruticultura Irrigada No Norte De Minas Gerais

Abstract

Apesar das expectativas de que os perímetros irrigados do Norte de Minas se transformariam em importantes vetores de desenvolvimento sócio-econômicol, tem-se observado um índice elevado de insucesso, mesmo com a boa dotação de capital físico à disposição dos fruticultores. A banana é a principal fruta explorada na região, no entanto, após uma vertiginosa expansão no início da década de noventa, a área cultivada com a bananeira estacionou. O presente trabalho objetivou analisar alguns fatores que podem ajudar a explicar a situação atual dos fruticultores do Norte de Minas. Para a elaboração do artigo, foram utilizados dados primários obtidos através de entrevistas diretas aplicadas a 40 fruticultores dos projetos de irrigação Jaíba e Gorutuba. Os fruticultores foram separados em três grupos (A, B e C), com base na renda, na produtividade agrícola, na adimplência e na participação da fruticultura na receita total. Os grupos A e C representaram os produtores de melhor e de pior resultado. Em seguida analisaram-se as condições das bases material e conceitual e a integração dos fruticultores com os meios agroecológicos e socioeconômicos para os grupos A e C. Portanto, a simples dotação de infra-estrutura, proporcionada indistintamente a todos os irrigantes é insuficiente para assegurar-lhes sucesso e produzir os resultados esperados. As condições de base material, conceitual, e a integração dos fruticultores com os meios agroecológico e socioeconômico correlacionam-se fortemente com os resultados obtidos. O porte dos produtores, a tecnologia utilizada, a assistência técnica, a experiência com a fruticultura e o grau de instrução dos fruticultores (dentre outras) são características que explicam e reforçam os relacionamentos com o mercado e com os agentes financeiros e, conjuntamente, influem no resultado da atividade. Conclui-se que os aspectos ligados aos capitais humano e social devem também ser objeto das políticas públicas e não somente o capital físico. ------------------------------------------------------------ In spite of the expectations that the North of Minas irrigated perimeters would become important vectors of economical and social development, a very high index of failure has been observed inside of the perimeters, even with the good endowment of physical capital the fruit growers have. Banana is the main fruit explored in that region, but after a dizzy expansion in the beginning of the decade of ninety, the cultivated area stopped. In face of that, the present paper had as objective to analyze some factors that can help explain the current situation of the North of Minas fruit growers. For the research accomplishment, primary data were obtained through direct interviews with 40 producers from Jaíba and Gorutuba irrigation projects. They were separate into three groups (A, B and C), according to the income, the agricultural productivity, the punctuality and the horticulture participation in the total income. The groups A and C represent the producers of better and worse results. After that, the material and knowledge conditions, as well as the producers integration with the environmental and socioeconomic framework were analyzed searching to identify their performance explanatory elements. It is evident that the simple infrastructure endowment provided indistinctly to all "seated" them in the irrigated perimeters is insufficient to assure them the success in the horticulture and to produce the macro-results expected by the planners. The data confirm that the fruit growers’ material and knowledge conditions, as well as their integration with the environmental and socioeconomic conditions are strongly correlated with the performance obtained by each group. The producers size, the used technology, the technical support, the experience with the fruit growing and the instruction degree of the producers (among others) are characteristic that explain and reinforce the relationships with the market and with the financial agents and, jointly, influence on the final result of the activity. The conclusion is that human and social capital aspects should also be object of the public politics and not only the physical capital.
