Políticas Públicas De Fomento À Produção Familiar No Brasil: O Caso Recente Do Pronaf

Abstract

O trabalho faz uma análise da evolução do crédito destinado aos agricultores familiares atendidos pelo Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF) no Brasil, resgatando a concepção, objetivos, principais instrumentos operacionais e mudanças institucionais recentes do programa. A análise dos indicadores de expansão do crédito é dividida em duas fases distintas : a primeira diz respeito ao período que vai do início do Pronaf até 1999. A partir deste ano o público beneficiário passou a ser diferenciado pelo nível de renda bruta das unidades familiares de produção. Assim, a segunda fase engloba as safras agrícolas subseqüentes a 1999 até 2005, último ano com informações disponíveis. Dentre as principais conclusões do estudo, destaca-se que o programa continua concentrado na região Sul do país e, em termos dos grupos beneficiários, prevalece uma concentração dos recursos nos grupos C e D, que são considerados os agricultores mais bem posicionados no sistema agropecuário familiar brasileiro.
