Abstract

O Programa Nacional de Alimentação Escolar (PNAE), maior programa de alimentação do Brasil, serve cerca de 37 milhões de refeições por dia e conta com repasses do Governo Federal da ordem de 1 bilhão de reais anuais. A partir de 1994, este programa passou a ser gerido de forma descentralizada, ou seja, ficou a cargo dos estados e municípios a compra dos alimentos para a merenda escolar. A aquisição descentralizada foi um grande avanço, pois além de racionalizar a logística e os custos de distribuição, essa medida proporcionou o respeito à cultura alimentar da população nas diferentes localidades do país. Do ponto de vista do desenvolvimento local, a compra descentralizada constituiu um importante fator na medida em que as aquisições feitas de produtores locais podem gerar trabalho e renda para as populações dos municípios envolvidos. Do ponto de vista da participação da sociedade civil, a descentralização permitiu a inserção de pais de alunos, professores e membros da comunidade nos processos decisórios e de acompanhamento da gestão do PNAE. A sociedade civil organizada em Conselhos de Alimentação Escolar (CAE) passou a exercer o poder deliberativo e atualmente constitui o principal instrumento de fiscalização da atuação municipal nesta área. Esses e outros aspectos da gestão do Programa foram analisados em 2004 e 2005 a partir da inscrição de 729 municípios no Prêmio Gestor Eficiente da Merenda Escolar organizado pela ONG Ação Fome Zero. As informações obtidas geraram uma base de dados das iniciativas desenvolvidas e permitiram traçar um perfil do PNAE em relação a aspectos orçamentários, nutricionais, assim como sobre a promoção do desenvolvimento local e a participação social. --------------------------------------------------------------- The National Program of School Meals (PNAE) of Brazil serves about 37 million meals per day and represents annual transfers of R$ 1 billion to municipalities. From 1994, this program turns to be managed in decentralized format. States and cities began to be on charge of the purchase of foods for the school meals. The decentralized acquisition was a great step, rationalizing logistic and the costs of distribution. Also this new procedure has provided a return to the alimentary culture of the population in the different localities of the country. The decentralized purchase represented too an important factor to improve the linkage between local producers, generating jobs and income for the populations in the hinterland. From the side of the participation of the civil society, the decentralization allowed the insertion of parents of pupils, professors and members of the community in the decision process and management of the program. These and other main aspects of the management of School Meals Program had been analyzed in 2004 and 2005 from the registration of 729 municipalities in the database of the NGO Ação Fome Zero, which was the organizer of the Award Efficient Public Manager of School Meals.
