Elementos historicos e evolucao recente do desempenho da rizicultura no mercado mundial, e nos Paises do Mercosul

Abstract

o presente trabalho estuda a atividade orizícola sobre três vertentes. A primeira discute a provável origem do arroz e a sua incorporação na dieta do homem; a segunda e a terceira buscam tanto diagnosticar, quanto identificar as causas dos desempenhos da produção, consumo exportação e importação do arroz em nível mundial e no âmbito de cada País do Mercosul, respectivamente, a partir de 1990 até 2004. Mostrou-se que a provável origem do arroz seja a Ásia Sul-Oriental. Atualmente, predomina no mercado mundial do arroz o comércio de grãos longos, sendo que apenas, 5% do total produzido no mundo se destina à exportação. A China e a Índia são os principais produtores e responderam por mais de 50% da produção mundial, sendo que toda a produção do arroz chinês destina-se ao mercado interno. Os maiores exportadores de arroz são a Índia, a Tailândia e o Vietnã responsáveis, por cerca de 60% do total das exportações mundiais. Pode-se constatar, também, que o consumo mundial desse produto vem crescendo relativamente mais que a produção, em torno de 5 milhões de toneladas/ano, o que tem ocasionado retração nos estoques mundiais. Entre os fatores que ajudam a explicar o desempenho cíclico da rizicultura entre os países do Mercosul estão: os edafo-climáticos, que proporcionam diferenças significativas favoráveis à Argentina e Uruguai no custo de produção; o deslocamento de produtores brasileiros de arroz para a Argentina e Uruguai, atraídos pelos baixos preços e grande fertilidade natural das terras nos países vizinhos; o grande mercado consumidor brasileiro e não auto-suficiente; as alterações na política cambial brasileira que ora estimulou, ora dificultou as exportações de arroz dos demais parceiros do Brasil no Mercosul; menores taxas de juros cobrados para o financiamento agrícola na Argentina e Uruguai vis-à-vis o Brasil, menor carga tributária, e menores custos com o transporte, entre outros. The first discusses the likely origin of the rice and their incorporation into the diet of man, the second and third both seek to diagnose, as identify the causes of the performance of production, consumption Export and import of rice worldwide and within each country of Mercosur respectively, from 1990 until 2004. It was shown that the probable origin of the rice is South-East Asia. Currently dominates the world market in rice grain trading long, with only 5% of the total produced in the world is to be exported. China and the India are the major producers and accounted for over 50% of world production, and that all production of Chinese rice intended for the domestic market. The largest exporters of rice are India, Thailand and Vietnam responsible for about 60% of total world exports. It can be seen, too, that the world consumption of this product comes relatively increasing the production of around 5 million tonnes / year, which has caused contraction in world stocks. Among the factors that help explain the performance cyclical rice cultivation among Mercosur countries are: the soil and climate, which provide significant differences in favor of Argentina and Uruguay in the cost of production, displacement Brazilian producers of rice to Argentina and Uruguay, attracted by low prices and great natural fertility of land in neighboring countries, the great Brazilian consumer market and not self-sufficient, changes in exchange rate policy stimulated Brazilian who prays, sometimes difficult Rice exports from other Mercosur partners Brazil, lower interest rates charged to agricultural finance in Argentina and Uruguay vis-à-vis Brazil, lower load tax, and lower transportation costs, among others.
