O Arrendamento Nos Lotes Dos Projetos De Assentamento De Trabalhadores Rurais: Uma Possibilidade A Considerar?

Abstract

O artigo discute a conveniência ou não do arrendamento parcial de áreas de lotes de projetos de assentamento de trabalhadores rurais (PA’s), tendo em conta a insuficiência das políticas públicas de apoio à tais projetos/assentados. Considera a questão da produção de cana, seja com base no arrendamento, seja como atividade explorada pelos próprios assentados. Relaciona esta discussão com dados e informações levantadas em publicações da Orplana e em entrevistas realizadas com assentados e usinas/destilarias próximas a três PA’s localizados no Estado de São Paulo. O objetivo é contribuir para o debate acerca da sustentação e viabilidade do programa de reforma agrária no Brasil. ------------------------------------------------- The article discusses the desirability or otherwise of the lease areas of partial lots settlement projects of rural workers (PA's), given the failure of public policies to support such projects / settlers. Considers the issue of sugarcane production, is based on the lease, as activity is exploited by the settlers themselves. This discussion relates to data and information gathered in publications and Orplana interviews with settlers and mills / distilleries close to three APs located in State of Sao Paulo. The aim is to contribute to the debate about the sustainability and viability of land reform program in Brazil.
