Abstract

Este estudo objetivou analisar a eficiência e a competitividade da produção de cana-de-açúcar nos estados de São Paulo, Paraná, Minas Gerais e Pernambuco. Tal análise foi realizada com base nos diferentes sistemas de produção desenvolvidos, ou seja, de acordo com o nível tecnológico empregado na produção da cana-de-açúcar entre as distintas regiões produtoras; a região Centro-Sul, com alto nível tecnológico, e a região Norte-Nordeste, com baixo nível tecnológico empregado na produção.Dentre os fatores que motivaram esta avaliação, destacam-se a identificação da importância relativa da cana-de-açúcar para a economia brasileira e o potencial aumento na sua demanda mundial, devido as suas características peculiares na geração de energia (com baixos índices de poluição) e as condições propícias do país na expansão da produção deste produto. A teoria utilizada neste trabalho está fundamentada nos conceitos econômicos relacionados com lucratividade, custos sociais e privados de fatores, competitividade de sistemas de produção (diferenciados por níveis tecnológicos) e política comercial. Os princípios analíticos desses conceitos foram baseados na Teoria da Firma e na Teoria do Comércio Internacional. O instrumental utilizado nesta análise foi a Matriz de Análise Política (MAP), e os dados secundários foram obtidos de diversas instituições, como EMATER-MG, CONAB, CNA, SEAB, FAO, dentre outras. Os resultados obtidos, de forma geral, confirmam a ligação positiva existente entre a inovação tecnológica e as teorias econômicas de comércio e desenvolvimento. Constatou-se que os estados que adotavam maior nível tecnológico na produção de cana-de-açúcar foram mais competitivos e menos expostos aos efeitos negativos das políticas públicas sobre esse setor. ---------------------------------------------------- This study aimed to analyze the efficiency and competitiveness of production cane sugar in the states of São Paulo, Paraná, Minas Gerais and Pernambuco. This analysis was performed based on different production systems developed, that is, according with the level of technology employed in the production of cane sugar between the different regions producers, the South-Central region, with high technological level, and the North-East, with low level of technology employed in produção.Dentre the factors that motivated this review, we highlight the relative importance of the identification cane sugar for Brazilian economy and its potential increase in global demand due to their peculiar characteristics in power generation (with low levels of pollution) and conditions for the country to expand the production of this product. The theory used in this work is grounded in concepts related to economic profitability, costs private and social factors, competitive production systems (differentiated by technological levels) and trade policy. The principles of these analytical concepts were based on the Theory of the Firm and the Theory of International Trade. The instrument used this analysis was the Policy Analysis Matrix (PAM), and the secondary data were obtained from various institutions, as EMATER-MG, CONAB, CNA, SEAB, FAO, among others. the results in general confirm the positive connection between the innovation technological and economic theories of trade and development. It was found that states that adopted higher level of technology in the production of cane sugar were more competitive and less exposed to the negative effects of public policies on this sector.
