A Kutatási Eredmények Sorsa És Haszna

Abstract

A gazdasági növekedés motorja a folyamatos műszaki-gazdasági megújulás, az innováció, amit a magas szinten művelt alap és alkalmazott kutatás alapozhat meg. Az alapkutatási eredmények hasznosítása tartós gazdasági előnyt jelenthet. Ehhez azonban egy országnak tőkeerősnek kell lenni, megfelelő intenzitású K+F tevékenységet kell folytatni. Jelenleg a világ országaiban a K+F tevékenység intenzitása nagyon változó, a K+F ráfordítások GDP-hez viszonyított aránya 0,8–5% között változik. Az alacsony fejlesztési intenzitás általában a szegényebb országokra jellemző. Az EU-ban nagy erőfeszítéseket tesznek a kutatás-fejlesztés hatékonyságának fokozására. A főbb tennivalókat a lisszaboni értekezlet záródokumentumában rögzítették. Általános cél a K+F ráfordítások koncentrálása, s a 3%-os GDP-arányos intenzitás elérése.
