Abstract

Nas últimas três décadas renasce o reconhecimento da relevância de empresas de pequeno porte, principalmente por sua capacidade de gerar emprego e possibilitar uma melhor condição para o desenvolvimento local, contribuindo para melhorar a distribuição de renda. A comprovação de que aglomeração de empresas de pequeno porte gera condições de competitividade, fez com que vários países passassem a adotar uma política pública de desenvolvimento local voltada para a promoção da interatividade entre essas empresas e instituições públicas e privadas. No Brasil vários estados e municípios já vêm adotando a estratégia de desenvolvimento fundamentado nas aglomerações das MPEs. Este trabalho visa mostrar o que é um arranjo produtivo local, identificar os principais fatores que devem existir dentro de um arranjo para que este alcance um grau mais elevado de sucesso, analisando os fatores de cooperação, capital social, aprendizado, competitividade e governança. Também será apresentado um estudo de caso com os produtores de hortaliças e flores do Projeto São Tomé, no município de Aratuba na região do Maciço de Baturité com intuito de identificar o estágio em que esse arranjo produtivo se encontra e analisar as dificuldades enfrentadas por esses produtores. Por fim serão apontadas sugestões que possam ajudar a enfrentar os gargalos identificados no arranjo.---------------------In the last three decades reborn recognition of the importance of small-size, mainly by its ability to generate employment and provide better conditions for local development, contributing to improving the distribution of income. The proof that agglomeration of smallsize creates conditions of competitiveness has caused several countries to become adopt a public policy for local development focused on the promotion of interactivity between these companies and public and private institutions. In Brazil several states and municipalities have already adopted a development strategy based on agglomerations of MEPs. This paper aims to show that the arrangement is a productive spot, identify the key factors that must exist within an arrangement for this reach a higher degree of success, considering the factors of cooperation, capital, learning, competitiveness and governance. It will also be presented a case study with the producers of vegetables and flowers Project Sao Tome, in the municipality of Aratuba in the Massif of Baturité with a view to identifying the stage where this arrangement is productive and analyzing the difficulties faced by those producers . Finally suggestions are given which can help address the bottlenecks identified in the arrangement.
