A Dinamica Desigual do Desenvolvimento Regional no Nordeste: o Polo Assu/Mossoro (RN)

O objetivo deste trabalho é apresentar evidências acerca das transformações resultantes da globalização e de processos de localização em áreas de dinamismo econômico da região Nordeste do Brasil, em que a mobilidade de capital tem provocado mudanças e alterado os diversos tipos de regulação. Sob a perspectiva do desenvolvimento rural, a questão que se coloca é: como acontece a inserção de uma região como a Nordeste do Brasil, fortemente rural e dependente da agricultura, no processo de globalização, e como ocorre a inclusão e participação dos atores locais? A hipótese é a de que tanto a inserção da região como a inclusão e a participação dos atores locais ocorrem de forma subordinada e dependente acentuando as desigualdades regionais e a drenagem da riqueza local para as empresas globais. Baseando-se em dados empíricos e em contribuições de autores que teorizam os impactos da globalização e do sistema agro alimentar mundial vis à vis as estratégias como reação por parte dos atores locais, buscaremos analisar as transformações estruturais que ocorrem no interior do Pólo Assu/Mossoró, dando destaque à performance da mobilidade de capital e das estratégias localizadas adotadas pelos atores, especialmente os agricultores familiares. ------------------------------------------------------------------------------------- The objective of this work is to present evidences concerning the resultant transformations of the globalization and processes of localization in areas of economic Rio Branco – Acre, 20 a 23 de julho de 2008 Sociedade Brasileira de Economia, Administração e Sociologia Rural dynamism of the region Northeast of Brazil, where the capital mobility has provoked changes and modified the diverse types of regulation. Under the perspective of the rural development, the question that if places is: how happens the insertion of a region as the Northeast of Brazil, agricultural and strong dependent of agriculture, in the globalization process, and as it occurs the inclusion and participation of the local actors? The hypothesis is of that as much the insertion of the region as the inclusion and the participation of the local actors occurs of subordinated and dependent form accenting the regional inaqualities and the draining of the local wealth for the global companies. Being based on empirical data and contributions of authors who argues the impacts of the globalization and the system agro food vis to vis the strategies as reaction on the part of the local actors, we will search to analyze the structural transformations who occur in the interior of the Assu/Mossoró Pole, being given has detached to the performance of the mobility of capital and the located strategies adopted for the actors, especially the familiar agriculturists.
