A Configuração Dos Espaços Institucionais De Participação Social E A Representação Dos Agricultores Familiares No Território Sudoeste Do Paraná

Abstract

O estudo visa compreender a representação dos agricultores familiares em espaços institucionais de participação social através de uma pesquisa junto aos Conselhos Municipais de Desenvolvimento Rural e Grupo Gestor do Território Sudoeste do Paraná. Esses espaços, oriundos do processo de descentralização das instituições do Estado e da aposta na aproximação da sociedade civil da gestão estatal, determinam um processo diferenciado de representação protagonizados pelos representantes dos diferentes grupos sociais. A representação é analisada a partir da representatividade e da capacidade de intervenção dos representantes nos espaços. A pesquisa demonstra que diferentes configurações dos espaços alteram o processo de representação a partir da distinção dos perfis dos representantes, do relacionamento dos representantes com os representados e de como os espaços institucionais de participação social se identificam com as conformações associativas. O processo de representação agricultores familiares não é condicionada pela escala destes espaços, mas pela relação entre a escala e a forma como se estruturam as práticas associativas no território.-------------------------------------------This study aims to present a research on the family farmers’ representation at institutional social participation spaces. Data were obtained from City Councils for Rural Development and Management Group of Southwest Territory of Paraná, which are institutional spaces originated from decentralization process in an effort to develop civil society participation in state management. Such spaces determine an unusual representation process where protagonists are social groups representatives. Representation is analysed considering the representativeness and the representatives ability to intervene in the spaces. This study has demonstrated that different configurations of space change the representation process related to the following topics: profile distinction among representatives; forms of relationship among the representatives and the represented people; and the way that occur identification between institutional spaces and local associative conformity. Therefore the family farmers’ representation process is not determined by the ratio of these spaces but it is determined by the correlation between this ratio and the local associative arrangements.
