Abstract

A cadeia agroindustrial do tabaco no sul do Brasil está estruturada a partir de dois grupos distintos. De um lado, centenas de milhares de pequenos agricultores e, de outro, uma indústria constituída por um oligopólio de capital multinacional. A produção é a de fumos claros, cujo principal mercado é o externo, que o compra para transformá-lo em cigarros. O Brasil é o líder mundial dos negócios em tabaco para cigarros e nos últimos três anos têm-se colocado diante de um fato novo: a Convenção-Quadro para o controle do Tabaco, documento confeccionado e assinado por mais de cem países e cujo objetivo é reduzir a produção da folha no mundo. As reações dos agentes da cadeia têm sido distintas. Pelo lado dos agricultores, instituições como a Associação dos Fumicultores do Brasil (AFUBRA) têm mostrado preocupação com a possível redução do plantio do produto, já que o mesmo é a principal fonte de renda para centenas de milhares de pequenas propriedades nos três estados do Sul do País. Pelo lado da indústria, tranqüilidade diante do risco da redução da produção do produto. Assim, a produção avança, apesar dos temores da extinção da cultura no Brasil.--------------------------------------------The agro industrial chain of tobacco placed in south of Brazil is formed for two different groups. For one side, hundred of thousand small farmers and, for the other one, an industry composed for an oligopoly with multinational capital. The chain produces tobacco to be transformed in cigarettes. The main market is the external. The Brazil has the worldwide leadership in this business. However a new situation is post: the WHO Framework Convention on Tobacco Control (WHO FCTC), a signed document for more than hundred countries, including Brazil. The aimed is to reduce the production of this leaf around the world. The reaction of the agents of the chain has been distinct. For the small farms side, institutions like Associação dos Fumicultores do Brasil (AFUBRA) shows preoccupation about reduction of plant areas. For the industry side, there is tranquility before the risk of that reduction. So, the production goes on, in spite of fear of the end of this activity.
