Dinâmica E Competitividade Das Exportações De Frutas Do Rio Grande Do Norte No Período De 1999 A 2005

Abstract

O Rio Grande do Norte tem sido apontado desde a década de 1990 em vários estudos como um dos principais produtores e exportadores brasileiros de frutas frescas, no entanto, existe uma carência de estudos capazes de responder a questionamentos como: qual o desempenho competitivo do Rio Grande do Norte em relação ao restante do Brasil no mercado de fruticultura? O Estado apresenta vantagem comparativa na exportação de produtos oriundos da fruticultura irrigada? Os produtos que mais exportaram são efetivamente aqueles que temos maiores vantagens comparativas reveladas e são, ao mesmo tempo, produtos com mais elevados índices de contribuição ao saldo comercial. Visando responder a esses questionamentos, este estudo buscou analisar a competitividade das exportações de produtos oriundos da fruticultura irrigada (especificamente, melão, banana, mamão, manga e melancia) do Rio Grande do Norte em relação aos demais Brasil durante o período de 1999-2005. O modelo adotado analisa os Indicadores de Vantagem Comparativa Revelada, market-share e Contribuição ao Saldo Comercial, relacionando-os com a taxa de crescimento das exportações de cada um das frutas no Brasil e no Rio Grande do Norte, permitindo a caracterização as situações específicas para cada um dos produtos analisados.Verificou-se que o estado apresenta vantagem comparativa na exportação de melão, melancia e banana em relação ao Brasil no período em estudo, e que o produto que mais exporta, o melão, é também o que tem maior vantagem comparativa e simultaneamente o que tem maior contribuição ao saldo, seguido da banana. Apesar da melancia ter um elevado market-share, sua contribuição ao saldo é reduzida.------------------------------------------------------Rio Grande do Norte has been pointed since the decade of 1990 in several studies as one of the producing principal and Brazilian exporters of fresh fruits, however, a lack of studies exists capable to answer the questions as: which the competitive acting of Rio Grande do Norte in relation to the remaining of Brazil in the horticulture market? Does the State present comparative advantage in the export of products originating from of the irrigated horticulture? The products that more they exported they are indeed those that we have larger revealed comparative advantages and they are, at the same time, products with higher contribution indexes to the trade balance. Seeking the to answer those questions, this study looked for to analyze the competitiveness of the exports of products originating from of the irrigated horticulture (specifically, melon, banana, papaya, mango and watermelon) of Rio Grande do Norte in relation to other Brazil during the period of 1999-2005. The adopted model analyzes the Indicators of Revealed Comparative Advantage, market-share and Contribution to the trade Balance, relating them with the rate of growth of the exports of each one of the fruits in Brazil and in Rio Grande do Norte, allowing the characterization the specific situations for each one of the products analyzed. Verified that the state presents comparative advantage in the melon export, watermelon and banana in relation to Brazil in the period in study, and that the product that more it exports, the melon, is also what has larger comparative advantage and simultaneously what has larger contribution to the balance, followed by the banana. In spite of the watermelon to have a high market-share, your contribution to the balance is reduced.
