Uma Análise Das Liberações Do Pronaf Nas Regiões Nordeste E Sul Do Brasil – A Manutenção Da Lógica Concentradora?

Abstract

Nos anos iniciais da implantação do PRONAF, observou-se uma forte concentração de recursos nas regiões Sudeste/Sul e para produtores mais integrados. Recentemente, ocorreram algumas mudanças com o propósito de dirigir os recursos a agricultores mais carentes e de estimular o “desenvolvimento local”, incorporando o debate do paradigma de Desenvolvimento Territorial. O objetivo do artigo é o de mostrar que, mesmo tendo em vista a alteração recente da legislação, o PRONAF continua preso à lógica concentradora de recursos, definida pelas exigências do Sistema Bancário. Fizemos um estudo dos municípios captadores de recursos na região Sul e Nordeste e calculamos o Índice de Desenvolvimento Rural(IDR) de cada um deles. Este índice incorpora aspectos extra, além da renda média e o intuito é o de verificar que tipo de município está recebendo a maioria dos recursos do PRONAF. Efetuamos análise de correlação entre o IDR e diversos indicadores relativos ao crédito do PRONAF. ----------------------------------------------In the early years of PRONAF implementation a strong concentration of resources was observed in the South-east and South regions and also within the more integrated producers. Recently there have been some changes with the purpose of addressing the resources to farmers with fewer resources and of stimulating the “local development”. The article’s aim is to show that even considering the recent changes in the law, the PRONAF continues stuck to resources’ concentrating logic, defined by bank systems requirements. On this behalf we will present a study done on PRONAF’s resources distribution in the North-east and South regions where the greater number of family farmers concentrates. We have calculated the “Rural Development Index” (IDR) for each municipality on both regions in order to have the local profile. We develop an analysis of correlation between the IDR and other variables related to the PRONAF’S resources.
